Link records are 8 bytes long with a fixed field content regardless of the device involved. This means that some of the fields for some devices for some of the circumstances, serve no function.   The Insteon hardware/firmware ignores fields that do not apply. More detail to follow.

The Enable Pending option enables background activity which includes link updates and device Status Scan activity.

I do not run Status Scan for the same reason. Only if you have made device changes outside of Powerhome or the powerline is unreliable such that device state changes are not always seen by Powerhome is Status Scan actually needed. Some folks want Device Status to be 100% accurate all the time which makes Status Scan necessary.

Was not sure what the actual question is here. A device can be a responder in different Groups (Scenes) and can have different Bright Level and Ramp Rate in each Group (Scene).
