Try changing the "+" to a different character like "#", "%" or "*".

From everything I’ve read the VTS should work. Changing the + to # had no change to the results. I even tried VTD to lengthen the tone duration. I wonder if I’m being slammed by the VOIP. I know I can not do standard modem to modem communications like training. The cloud in the middle retranslates everything and doesn’t put it back. Oh well try again tomorrow… Surf is up.

I had a brilliant idea but I’m not very brilliant on how to implement it. I recorded the dual frequency touchpad #5 as a wav file but how do I send it through the plugin? PH_PLAYSOUND will play it but that won’t work across the com port.

You would need a voice modem to do that, and then you would need to get that file, in the proper format, to your modem.
Off the top of my head, another way would be a serious contraption...
Use a relay to connect/disconnect an old phone placed near a speaker!

As funny as it may seem, when we had to pass inspection at the gate for 911 we tested with a wav file recorded with sirens and played it in the car at the gate podium. The gate opened and we passed. So much said about security.
