I'm having the same problem I've seen posted elsewhere,
but none of the tips I've seen have helped me.
Using 2413u as PLM, links do not appear to be created on
the plm, either as controller or responder.
When creating manual links, commands are sent to the
second device, but never the plm.
I had an old 2414u that I recently got rid of that
exhibited the same behavior after awhile. I thought the
controller had gone bad.
Powerhome does not even try. I've attempted using "Clear
Failed" on all devices (even though none show failed) and
have also disabled and re-enabled. For the life of me, I
just can't get powerhome to even try to make the link.
Any suggestions?

I'll review the code to try and find a fix for you but it shouldnt cause you a problem as links in the PLM (controller or responder) are not created in the same way that links are created for other devices and everything should still work even if the link says flagged create (I admit it is annoying though).
If the link is not working properly, then on the Setup tab, do a Clear PLM followed by an Add Full and this will put all the links into your PLM.
I'll post back once Ive reviewed the code and found a way to clear it up for you.
