number of NAK's. Nothing new really, is that a sign that I
 should replace the PLM?

If changing the PLM is recommended should I choose to go
with a "dual band" device? I'm assuming that other dual
band devices are required so are there any "repeaters" that
can be plugged in around the home or would I have to
replace switches to gain any benefit?

The increase in 03 events and NAKs could indicate a PLC problem. Could also indicate some issue on the powerline, noisy appliance, UPS attenuating signal, cell phone charger, the list goes on.

The Dual Band PLM alone can act as an interface for RF only devices such as Motion Sensors, TriggerLincs, RemoteLincs, RemoteLinc2s. If not using Access Points for coupling the 120V phases that could also explain some of the 03 events and NAKs.
