EDIT #2 - issue solved - It seems that Win10 is much more finicky than Win7 with respect to path execution and environmental (path) variables. Once I put a "pause" into my .bat and .cmd files (to see what was flashing on the screen), I could see that the issue was with the path execution; not a PH issue at all.

I am switching operating systems from Win7x32 to Win10x64 Pro (also upgrading hardware).

Most things have been going smoothly....only real issue is that "ph_run()" does not seem to launch .bat .cmd or curl type files.

I double checked to make sure:
-UAC is off for EVERYTING
-PH is running with "elevated privileges", i.e. is running as an administrator.

Other than these two items, I am having trouble figuring out what within Win10Pro x64 is blocking me.

EDIT - also tried turning off DEFENDER and Firewall...still no luck.

Appreciate the update and edit. I'll have to remember this when I upgrade my system to Win 10.
