After pulling in all of my devices into Power Home, I'm noticing that many of my devices are set to an on level of 254 rather than 255 (which I believe is a full on?).
Is there any reason why they would be 254 instead of 255? Should I leave this, or fix them all at 255?

Can't answer the "why" but mine do the same thing. I haven't thought to look for a correlation between the 254/255 and dimmer/relay. Might be interesting though.

Am I correct in assuming that 255 is a full ON and it wouldn't hurt anything to adjust them to 255?

No, it wouldn't hurt anything and it wouldn't get you anything either. Being bothered by 254/255 is just something to obsess about. Real-world, it does not matter.
That said, maybe there is something that this is a clue to.

254/255 are essentially the same. I encountered this very early on when writing the initial Insteon support for PowerHome. I questioned SmartHome on this and got back an answer something to the effect that 254 is the default full on and 255 should generally not be used as it was something to do with X10 compatibility. Earlier PowerHome versions would set this value to 254 and not use 255. But then newer versions of Insteon devices started to come out and it didnt seem like they were restricting themselves to the 254 limit. Consequently, some my switches started reading 255, some were 254, and it bothered me . I modified PowerHome then so that you could set the upper limit to 255 and make everything be consistent.
So, it's up to you if you want to make them all 255 or not. As Tony said, real world, it doesnt really matter.
