I recently purchased PowerHome to configure my KeypadLinc(6 keypad, Revision 1.65)) and InLineLinc (Insteon).
Currently, I can control the InLineLinc and the KeyPadLinc from PowerHome-so I have connectivity.
Initially, I would like to link Key 3 (Group 3?) on the Keypad Linc to the In-Linc. Pressing it once -- should turn the device on, toggling it -- should turn the device off.
I have gone under Insteon Explorer and Selected the "KeypadLinc" it is showing Group 3 with the Controlled device with a status of "Flagged Create".
The Controlled device, shows the "Controllers" of a status of "Flagged Created" (Group 3).
What is the next step in configuring the KeypadLinc? (Store the database back to the registers in the device?)

Couple of things you might want to try.
From the Insteon Explorer Links tab, click on the KeypadLinc and make sure the InLineLinc is listed as a Responder (bottom box). Then click the save button. If it doesn't worl there are 2 other things to check.
Click of the "Devices" tab and make sure "Disabled" isn't checked for the KeypadLinc, InLineLinc or the PLC/PLM.
Assuming you have already done the above 2 steps I found with the new version of the KeypadLinc I had to go to Insteon Explorer "Setup" tab, Press the 'Clear' PLC/PLM button and then press the 'Add Min' button. This seems to get the new version of the KPL to work if it hasn't been working before.
If all else fails come back to the board and ask some more questions.
