Gil,
There are a couple of ways to work around this problem. It appears that sometimes some of the PowerHome files are either in use when upgrading and cant be overwritten or the previous files are marked read-only and are not overwritten by the upgrade.
What I would do is rename your current PowerHome directory (From c:\program files\powerhome to something like c:\program files\powerhome_1032).
Next, make a new default directory c:\program files\powerhome and copy your pwrhome.ini file into it.
Next, install the latest version of PowerHome into the default directory.
Last, copy the files in your old database directory to the new database directory, overwriting any newly installed files. You'll also want to copy from the old directory any PowerHome specific files that you may have created (such as PSP files, backups, etc.)
Run the upgrade util and you should be good to go.
