How do you make a timed event formula ("frequency" for timed events) which triggers every other day or every third day?

I don't think you need to make a formula for this. In the 'Frequency' dropdown for a timed event, in addition to being able to select Daily or Halloween or whatever, you can also just type any number you want...call it n. The timed event will fire every n minutes.

So every other day = 24*60*2 = 2880 and every third day = 24*60*3 = 4320.

I have a backup job set to fire every 43200 minutes and has been working great for about the past 1,051,200 minutes. ;-)

If you want to do it with a Formula. The 2800 is the Frequency in minutes (every other day).

ph_createtimedevent1("WEATHER_ALERT",1,0,2800,1,45,datetime( today(),relativetime(now(),600)),0,"WEATHER_ALERT","1")
