My PLC appears to be having the same issues a lot of others are having... I can't create or remove links, etc., but for some reason everything seems to be responding.
Anyway, I have a second PLC and I want to replace it. I tried to follow Dave's suggestion to plug in the second PLC, download the core app, add the units, then replace PLC1 with PLC2. This is where I have issues:
1. In the "Setup" tab, how do I know which PLC is getting the download of the core app? I don't see a way to choose one. Or does it download to both simultaneously? Same issue with adding Insteon IDs to the PLC
2. Assuming this is working, I went to the Insteon "Devices" tab and tried to replace PLC1 with PLC2. The problem with this is that it first tries to delete links from PLC1 before building links on PLC2, but PLC1 has communication issues; therefore, it won't delete them, and once the device hits the max failures, it won't add them to PLC2. How am I supposed to do this?
I am running version 2.1b, if it matters...

Try this -
Open PowerHome Explorer and navigate to
SETUP>CONTROLLERS
You should see a line with your existing controller.
Uncheck the active box. Add your new controller with a
new name. Make sure the active box is checked.
Reinitialize or close and then re-open PH. You then
should be able to download the core apps and the links
to the new PLC.
If you get that far and everything goes well you can go
into Insteon Explorer and in the Devices Tab in the
column called Controller - replace PLC1 with PLC2 from
the dropdown box.
I'm sure there are other ways to do the swap, but this
should work.

OK... Follow-up to my own post... sorry.
I decided to try something else... I blew away my PowerHome install, and re-installed from a fresh download. I added back the database from a backup from this past weekend. Now, I put back the original PLC and everything seems to be OK.
Perhaps this isn't a PLC issue, but a software issue?
