The Touchlinc would only be compatible from the sense of it having a web browser that you could use to access the PH webserver.
I have an early Touchlinc and unless its changed significantly, I think you would get alot more mileage out of a cheap Android tablet. The TouchLinc is/was rather dated hardware running Windows CE without multi-touch, capacitive screen, etc.
It looks like you can get an Insteon RF PLM for the TouchLinc so it can act directly like an RF controller and of course PowerHome would be able to respond to incoming events but with a web interface on any touchscreen you should be able to have PowerHome produce any desired actions.
I don't believe the TouchLinc is designed to interface directly with HouseLinc. I took a look at the TouchLinc/HouseLinc product page and HouseLinc comes with a dual back PLM and the TouchLinc comes with the RF PLM. They're essentially stand alone products from what I can see. Of course, the TL with the PLM should be able to send Insteon commands and HL should be able to respond to them similar to PH.
Again, Im not familiar with the current incarnation of the TL and the above is just my observations and opinions.
