...run my x-10's from the desk computer in my office but be able to also control my x-10's remotely from an Android pad or phone? If so, where can I learn how to do it?

assuming you are using power home on your desktop to control X10 then to control your x10 remotely either you can connect thru web control or use android app PHCA you can find more info in mobile forum.
