Thought I knew what I was doing, but maybe not....so here is the overview:
Prior setup at my patio used a Global Cache WiFi2IR to control a Onkyo reciever. This worked OK, except for the periodic controller disconnects (fixed with release 2.1.5d) and also the slowness caused by the "b" band wireless radio in the Wifir2IR device.
In order to increase my wifi speed, I have eliminated all "b" band devices from my network, therefore, I removed my Global Cache WiFi2IR and replaced it with a wired CG-100-06. Not that it if important, but I used a "internet over powerline" adapter to connect to the new GC-100-06. I am able to open the CG's web page (by going to its IP address), and I have made sure that I have set the "IR/Sensor" configuration to "IR Out" (rather that any of the other drop down choices).
I then set up a new controller (controller type = Global Cache) within PH, supplied the proper IP address, set the Default Signal Repeat to 3, and the IR Record Controller to my USB-UIRT device that I have used to learn other IR devices. I then used my Onkyo remote to "Auto Learn" the few IR commands that I need to be able to send the the wired GC.
Below is a sample of what my USB-UIRT captures during the auto learn....this looks about right to me.

Everything SEEMS to work just fine when I send IR commands out from the CG (I see the red light on the stick-on emmitter flash just like it is suppose to do, but the Onko reciever does not respond). This is not surprising because there is also a small "IR recieve" light on the Onkyo that does NOT light up when the GC is emmitting. However, the "IR recieve" light DOES light up when I use the Onkyo remote (it is like the CG emmitter is sending the wrong type of IR signal).
After running out of other ideas, even tried changing the "IR out settings" from the GC configuration page (it didn't help). Other ideas??
FYI...my other Gloabl Cache (living room) still works just fine (I have made no changes to it).

Steve,
Just wondering if you set the proper "Zone" on the IR
Header screen for the Onkyo. This sometimes messes me
up. I also see that your pronto code does not have a
<zone>1 setting within it. Thats fine if you don't but
when you autolearn, it usually adds this and you would
need to delete it to use the IR Header zone or adjust
it to the correct zone number for the GC.
Since you previously were using the WiFi2IR unit, I
would think you would already have the IR codes
defined for use with it. You may try just changing the
"Controller" of that previous IR device to be the new
GC and see if there is any difference between the
codes.
Let me know what you find out.

A little closure on this topic...
I found that my problem was related to the fact that I use two USB-UIRT devices fairly near each (about 2 feet apart).
When I was attempting to "learn" IR codes with one device, I was actually learning with the other UIRT (both show they were receiving an IR signal, but I had my naming of the devices confused). Because of this, I was not positioned directly in front of the UIRT device that was actually doing the learning - hence I learned a malformed IR code.
Additionally, I was doing my testing of the newly learned IR codes in bright direct sunlight. After I put the receiver back into the darken enclosure, the IR commands started working again....
