When I look at my insteon devices, I see a column for local level, but all the devices have a value of zero in it.
IIRC, you can't set the local level via powerhome, but only at the switch? How do I get PH to display the actual local level.
There doesn't appear to be a column for the local ramprate. Should there be one?
I ask because I would like to create a virtual 3-way, where I set the local level and local ramprate on the load switch, then use PH to link/crosslink the load switch to another switch so that both swithches have the same level and ramprate, and the LED's on the switch not pressed mimic the pressed switch.

You can set the dim level of an Insteon device with PH; just open the Device Status window, type a value in the device's text box, and hit the ADIM button.
If you mean the "On level", or what dim level it turns on at, it must be done at the switch, IIRC.
Insteon Icon devices cannot have their ramp rate set via the Insteon protocol. This was something they took out of that product. Check this thread for more.
In the "Insteon Links (Grouped by Controller)" window, I think you should be able to click in the Ramp Rate box and change it for regular Insteon devices (not Icon's).

BTW, i am referring to Insteon products, not icons.
And I'm trying to set the "local" level/ramprate, or at least see what it is set too via Powerhome. That way when I cross link a switch to that switch, I can set the level and ramprate so they have the same values when pressed.

None of the current Insteon devices (except for KeypadLincs) allow you to set the local level or local ramprate remotely. This is why PowerHome has no provision for this. You can set the local level and ramprate for KPL's using the KeypadLinc Configuration Utility (right-click on a KPL in Insteon Devices).
The local level shown in the Insteon Devices screen will eventually populate if you have Background Processing turned on including Background Status Check and Background Local Level Scan. PowerHome will use this value to update status when sensing local switching. If this value is set to 0, then PowerHome WILL NOT query the local level. Change this value to something greater than 0 so PowerHome will query the actual local level. Only set this value to 0 when you are using resume dim or the device does not support dimming.
PowerHome can query the local ramprate but does not since it currently has no use programmatically. However, I do see what you're trying to do and realize the potential value. I'll add this on the to-do list.
In the meantime, the best I can offer for setting the local level and ramprate is to first set the desired level using the PowerHome Device Status screen. Go to the switch and press the "Set" button once briefly. For the ramprate, the best I can offer is to determine the ramprate you would like from 0 to 31. Take this value and multiply by 3.125 and round up. Set the level to this value and then press the "Set" button twice on the switch.
Also, below are the rough equivalent ramprate times:
0='9 min';
1='8 min';
2='7 min';
3='6 min';
4='5 min';
5='4.5 min';
6='4 min';
7='3.5 min';

Dave,
I have all of the background processing items checked, and set every device's local level to 10, but PH is not updating the local level. What might I be doing wrong?
(PS, thanks for the reply, it explained a lot.)

Hmmm...it should be checking and updating. Would it be possible to send me your SDM log? You can get to the SmartHome Device Manager log by clicking on it's icon in the tray (yellow "T") and then pressing the "Save Logs" button.
This will allow me to look at the raw Insteon activity and I'll be able to see if the local level request is being transmitted. If this doesnt give me any info, the you may need to email your database to me so I can track the problem.
