I do other speech development work and already the latest sdk installed. PowerHome does not work with this version.

This is correct. PowerHome only supports SAPI 4 at this time with 4.0a being what you download with PowerHome. From what Ive read on the Microsoft SAPI site, both versions can coexist on the same machine.
