Below is a detailed description of what happens with new devices. Thanks David for all your help with this one!
"Everytime a new Insteon device is added, PowerHome will attempt to "Poll Status" in order to get the internal database delta for the device (this is returned as part of the poll status command). PowerHome will then store this delta and periodically repoll the device (unless you disable status polling) to determine when PH needs to rescan the internal link database of the device. Normally, you should see nothing but poll status in the pending operations unless you specifically disable it or unless you've got other pending operations. PH has several internal Insteon "queues". Highest priority are direct Insteon control commands issued by PH such as when you have PH turn on a light. Next are create links, delete links, update links, etc. type commands. Last are the poll status commands. During normal operations, based upon the poll interval, if nothing else more important is going on, PH will sequentially do a poll status of all of your Insteon devices. The list is circular and never ends. As soon as a device is polled, it will be removed from the top of the list and added to the bottom. PH will use this status request to update the current status in case an Insteon command was missed or to update status on LampLincs when switched on manually (they don't send an Insteon message so polling is the only way to update status). It also uses this to update the database delta and last, it uses the results of the status to build communication statistics.
Some people prefer not to do any polling. In this case, just uncheck the "Status Scan" at the top of the Insteon Explorer and click "Save PLC Settings". The above describes normal operations. If PH is having problems communicating with a device, it will try 3 times internally and if all 3 tries fail, it will add 1 to the COMM failure for that device. After the COMM failure count reaches the "Max Failures" setting (default is 5), PH will flag the device as failed and will no longer attempt to Poll Status unless you manually clear the failure on the "Devices" tab. So, if your settings are all default and a device cannot be communicated with, PH should only attempt 15 total Poll Status operations for a particular device before it is flagged failed and removed from the list. If you have a device that is never removed from the Pending Operations list, then I'll need to gather more information to determine what is wrong. What sounds like may be happening, is that all of your previous Insteon devices have been flagged as failed (a reddish background in the "Clear Failed" column on the "Devices" tab) so you're not used to seeing "Poll Status" operations in the "Pending Operations" window. If you only have a single new Insteon device (that obviously hasnt failed communications), you'll see only this device appear in the "Pending Operations" window as a "Poll Status" that is repeated continously. In this case, go to the "Devices" tab, press the "Save/Refresh" button, click the "Clear Failed" column heading (a check will appear in every row for this column), press "Save/Refresh" again and you'll see ALL of your Insteon devices now appear in the Pending Operations window with Poll Status. If you prefer not to Poll Status, then just uncheck the "Status Scan".
