I've finally worked out my set of macros that speak out the forecast but I've got a little beef to pick. At the conclusion of whatever is being said is tacked on a 'zero'. It sounds a little wierd when "20 percent chance of showers... zero" Is there a way to eliminate that?

Sounds like a formula is incorrect (this is not normal).
Maybe you can post what you are using.

ph_tts("{CURFORECAST}")
CURFORECAST has the text for the forecast which is read out.

Command: TTS Sendkeys/TTS/Dim/Formula: ph_tts("Testing") yields "Testing... 0"

Sounds like a bug to me.. No pun intended. I got the same result. It is like the return code is echoing back. Maybe Dave will chime in...
